भारत में जब संविधान बन रहा था , तब श्रेष्ठ लोकतंत्र की चिन्ता कतई नहीं की गई, ज्यादातर संविधान ब्रिटेन की व्यवस्थाओं से प्रभावित था, थोडा इधर उधर से ले लिया गया । यही बजह है कि भारतीय लोकतंत्र लूटतंत्र में तबदील हो गया । राजनीति में जिसने भी जनप्रतिनिधित्व प्राप्त कर लिया , वह सम्पन्न और अति सम्पन्न जरूर बन गया कुछ अपवादों को छोड कर ।
