भारत की ईवीएम और वीवीपेट मशीनें पूरी दुनिया की सर्वश्रेष्ठ - अरविन्द सिसोदिया 

भारत के प्रधानमंत्री मनमोहन सिंह के कार्यकाल के दौरान राजस्थान में विधानसभा चुनाव 2008 में कांग्रेस के प्रदेश अध्यक्ष एवं वरिष्ठनेता सी पी जोशी मुख्यमंत्री बनने की दौड़ में सबसे आगे थे और  वे  1 वोट से चुनाव हार गये। यह चुनाव ईवीएम मशीन से ही हुए थे , तब इस परिणाम पर किसी ने प्रश्न नहीं किया बल्कि पूरे विश्वास से स्वीकार किया गया और मुख्यमंत्री अशोक गहलोत बनें। यह भारतीय ईवीएम की वास्तविक प्रमाणिकता है।

हुआ यह था कि साल 2008 में डॉक्टर सीपी जोशी , राजस्थान प्रदेश कांग्रेस कमेटी के अध्यक्ष थे । वर्ष 2008 का विधानसभा चुनाव डॉक्टर जोशी ने अपने घर नाथद्वारा से लड़ा, जहां डॉ जोशी का मुकाबला भाजपा के कल्याण सिंह से था। इस करीबी मुकाबले वाले चुनाव में 71.5प्रतिशत वोटिंग हुई। 1 लाख 32 हजार 7 मतदाताओं ने अपने मताधिकार का प्रयोग किया। चुनाव में कल्याण सिंह को 62 हजार 216 मत मिले, डॉक्टर सीपी जोशी ने 62 हजार 215 मत हासिल किए। ऐसे भाजपा प्रत्याशी कल्याण सिंह से मात्र एक वोट से डा जोशी पराजित हुए। किन्तु मेरा मानना है कि तब यदी चुनाव पेपर बैलेट पर हो रहे होते तो वे चुनाव नहीं हारते, क्योंकि धांधली के सर्वाधिक अवसर ही पेपर बैलेट से मतदान में होतें हे, उन्हे जीता घोषित कर दिया जाता । यह हाल ही में पाकिस्तान में प्रमाणित भी हुआ।

क्योंकि भारतीय ईवीएम मशीन में कोई कनेक्टविटी नहीं है, कोई ब्लूटूथ  नहीं, कोई वाई-फाई नहीं है, कोई इंटरनेट नहीं है। कोई भी ऐसा रास्ता नहीं है जिससे इस मशीन में अंदर पहुंच कर हेरफर की जा सके या इसमें परिणाम को बदला जा सके। यह भारत के समृद्ध इंजीनियरों के द्वारा तैयार किया गया थर्ड जनरेशन की अत्यधिक सुरक्षित आधुनिक और पूरी तरह से प्रमाणित वोटिंग मशीन है। दूसरे देशों के लोग अभी तक नहीं बना सके तो भारत से मंगवा सकते है। भारत के निर्वाचन आयोग द्वारा कांग्रेस सहित भारत के सभी दलों को आमंत्रित कर इस मशीन से हेर फेर साबित करने की चुनौती दी थी पर कोई उपस्थित नहीं हुआ। आज तक कोई प्रायोगिक तौर पर इसे कोई झुठला नहीं सका। इसलिए झूठी शंकायें फैलाना गलत है। देश के साथ अपराध है। ब्लेक माइन्ड लोग ही इसे ब्लेक बॉक्स कह सकते हैं।

ईवीएम और वीविपेट संयुक्त सेट है जो मतदान एवं मतगणना मशीन का एकीकृत स्वरूप है। इसके आने के बाद पेपर बैलेट से होनें वाली धांधलीयां पूरी तरह समाप्त हो गईं। 

अब बड़े दलों की धांधलीयां जो राज्य सरकारों की मिली भगत से होतीं थीं वे पूरी तरह समाप्त होनें के कारण स्वार्थवश इस मशीन के विरुद्ध लगातार - लगातार प्रश्न खड़े किए जाते रहे हैँ। और इन्ही प्रश्नों व आरोपों को झेलते झेलते यह मशीन बहुत मजबूत... मजबूत और मजबूत होती चली गई। जब से इस मशीन के साथ वीवीपेट मशीन जुडी, तब से यह 100प्रतिशत प्रमाणिक मशीन हो चुकी है। जो लोग इसके विरुद्ध आवाज उठाते हैं, उनके मुंह मूलतः बैलट पेपर से होने वाली धांधलीयों का स्वाद लगा हुआ है। 

बैलट पेपर से वह फर्जीबाड़ा सबसे आसान है और विशेषकर राज्य सरकारें, अपने कर्मचारियों का दुरूपयोग कर लेती हैँ। बैलेट पेपर से धांधली को हमने अभी पाकिस्तान के चुनाव में देखा, जब सत्तारुढ शाहबाज हारने लगे तो उन्होंने मतगणना रोक करके वैलेट पेपर बादलवा लिए। इस तरह की अदला - बदली, हेरा फेरी ईवीएम मशीन में कतई संभव नहीं।

ईवीएम मशीन कम से कम मतदान के बाद तीन बार सील्ड होती है, स्ट्राँग रूम में तीन लेयर की सुरक्षा में सील्ड बक्से और सील्ड कमरों में रखी जाती हैँ।  मतगणना वाले दिन सील्ड कमरा सबको सील्ड दिखा कर खोला जाता है और उसमें से मशीन की सीलें भी मतगणना अभिकर्ताओं को दिखा कर खोली जातीं हैँ। सा प्रक्रिया की वीडियो ग्रॉफी होती है।

इसके आलावा ईवीएम से संयुक्त वीवीपेट मशीनों में मौजूद मतदान पर्चीयों से मत परिणामों का मिलान होता है। तब परिणामों की घोषणा होती है। इतनी अधिक ईमानदारी दुनिया के किसी भी मतदान व्यवस्था में नहीं है. जितनी भारतीय मतदान और मतगणना व्यवस्था में है।

इसे भारत के सुप्रीम कोर्ट नें भी पूरी तरह सही माना है और एक निश्चित समय के भीतर आग्रह करके पुर्न मतगणना की गाइड लाईन भी दी हुईं है। इसलिए भारत की मतदान प्रणाली  पर अपने स्वार्थ से या अपनी समझ नहीं होनें से, शंका ख़डी नहीं करना चाहिए, बल्कि उससे सीखने समझनें की जरूरत है। 

सबसे अधिक प्रमाणिकता यह है कि एक एक वोट का मिलान वीवीपेट मशीन के ड्रम में मौजूद पर्चीयों की पुष्ठी होता है।

इसलिए ईवीएम मशीन को जो दो जगह अलग-अलग मतों को संग्रह करती है इलेक्ट्रॉनिक स्वरूप में मशीन में और भौतिक पर्ची के रूप में एक वीवीपेट मशीन में। जो कि सैंकडों की संख्या में एकत्र हों !  इस तरह से सुरक्षित की गई ईवीएम और वीवीपेट मशीनों को कोई भी व्यक्ति कितना भी बड़ा वैज्ञानिक क्यों न हो, ना तो मशीन को हैंग कर सकता, ना उसके परिणाम को बदल सकता। यह सिर्फ झूठ फैलाने का प्रोपोगंडा है।

ट्विटर हेंडिल के मालिक एलन मस्क को में व्यक्तिगत रूप से सही मानसिकता का व्यक्ती नहीं मानता, वे जार्ज सोरस जैसे ही अति सम्पन्न व क्रूर व्यक्ति महसूस होते हैँ और उन्होंने ट्विटर की लोकप्रिय नीली चिड़िया जो सौम्य लगती थी, को बदल कर काला एक्स कर दिया, जो क्रूर लगता है। यह उनके  मनोभावना का प्रगटीकरण है। मस्क नें जो टिप्पणी की है वह अमेरिकी चुनाव के परिपेक्ष्य में है उसका भारतीय चुनावों से कोई लेना देना नहीं है। 

तय प्रक्रिया से हट कर कोई अपराध को अपनाता है तो समान्यतः सभी जगह गलत कर सकता है। जैसा कि एक वीडियो जो हैदराबाद का बताया जा रहा था, जिसमें में ईवीएम मशीन पर गुंडे द्वारा कब्जा किया हुआ है और जो वोटर पूरी प्रक्रिया करते हुए स्याही टेबिल पर ऊँगली में स्याही लगवाता है और ज्यों ही मशीन की और बढ़ता है वह गुंडा उसके वोट को डाल देता है और कहता है जाओ हो गया, वह येशा कई बार करता दिखाया गया है। 

( यानी की तुम्हारा वोट दल गया )। इस तरह से परिणाम बदलने का खेल तो किसी भी तरीके से होनें वाले चुनाव में हो ही सकता है। 

मस्क नें जो शंका जताई है वह एक षड्यंत्र प्रतीत होती है वे कुछ समय पूर्व चीन होकर आये हैँ, इससे पूर्व उनके भारत आने का भी प्रचार था। हो सकता है यह सब चीन को खुश रखने के लिए ही किया गया हो, जिसका उद्देश्य चीन के मित्र राहुल गाँधी को बैकअप देना हो।

क्योंकि एलन मस्क ने भारत की ईवीएम मशीन को कभी देखा ही नहीं, उसका प्रयोग भी नहीं किया, उसे चलाया भी नहीं, उसकी प्रक्रिया को भी समझा नहीं। उन्होंने सभी के लिये महज शंका व्यक्त की है। उनकी शंका का आधार आर्टिफिशियल इंटेलिजेंसी और मानवीय हरकतों के कारण से, पूरी दुनिया में इलेक्ट्रॉनिक क्षेत्र को चेतावनी है। यह उनकी आशंका है। उन्होंने कभी प्रायोगिक तौर पर यह करके किसी को नहीं दिखाया जिससे उनकी बात को प्रामाणिक माना जा सके। यूं तो परमाणु बम भी खतरनाक हैं, उनके रख रखाव भी हैंग हो सकते है। क्या उन्हे कोई खत्म कर रहा है ? सवाल सहजता और प्रमाणिकता से उपयोग की है जिस पर भारतीय मशानें खरी उतरीं हैं। हम भारतीय हैं कोरोना काल में हम वैक्सीन भी बनानें में सफल हुये थे । हम विश्व गुरू रहे हैं और कई मामलों में आज भ्ी विश्व गुरू हैं।

एलन मस्क की बात सही भी हो सकती और बड़ी गप्प भी हो सकती, सही तभी मानी जाएगी, जब उसे प्रेक्टिकली करके, वह भारत के निर्वाचन आयोग को दिखा दे। 

भारत का निर्वाचन आयोग अनेकों बार सभी दलों से यह आग्रह कर चुका है कि वह भारत की ईवीएम मशीन को हैंग करके दिखाएं, लेकिन भारत के निर्वाचन आयोग की चुनौती के सामने कांग्रेस सहित कोई भी दल खड़ा नहीं हुआ। आज तक किसी ने भी ईवीएम मशीन को हैक करके नहीं दिखाई। ईवीएम मशीन बंद भी नहीं हुईं हैँ, ईवीएम मशीन कहीं चली नहीं गई, इसलिए भारत की ईवीएम मशीन को हैंग करके दिखाओ।

याद रहे की दुनिया की बड़ी-बड़ी इलोकट्रोनिक कंपनियों के संचालन व अविष्कार में भारत के बुद्धि की भी बहुत महत्वपूर्ण भूमिका है। दुनिया के तमाम बड़ी कंपनियों में भारतीय लोग भी सीईओ बनते रहे हैं। इसलिए यह अच्छी तरह समझ लिया जाना चाहिए कि भारत का बौद्धिक स्तर पूरी दुनिया में किसी से कम नहीं और सर्वश्रेष्ठ है। यह दूसरी बात है कि उन्हें अवसर देश में नहीं मिलते, इसलिए वह दूसरे देशों में जाकर सक्सेस होते हैं।

एलन मस्क को भारत आना चाहिए तमाम मीडिया को बुलाना चाहिए और उन सबके सामने भारत की ईवीएम मशीन को गलत साबित करके दिखाना चाहिए और अगर आप यह नहीं करते हो तो आपको अपनी झूठी शंका भारत और विश्व पर थोपने का कोई अधिकार नहीं है। बिना शर्त मॉफी मांगना चाहिये।

India's EVM and VVPAT machines are the best in the world - Arvind Sisodia

During the tenure of Prime Minister Manmohan Singh, in the 2008 Rajasthan Assembly elections, Congress state president and senior leader CP Joshi was the frontrunner to become the Chief Minister and he lost the election by 1 vote. This election was conducted using EVM machines, then no one questioned this result but it was accepted with full confidence and Ashok Gehlot became the Chief Minister. This is the real authenticity of Indian EVMs.

What happened was that in the year 2008, Dr. CP Joshi was the President of Rajasthan Pradesh Congress Committee. Dr. Joshi contested the 2008 Assembly elections from his hometown Nathdwara, where Dr. Joshi was pitted against BJP's Kalyan Singh. In this closely contested election, 71.5 percent voting took place. 1 lakh 32 thousand 7 voters exercised their franchise. In the election, Kalyan Singh got 62 thousand 216 votes, Dr. CP Joshi got 62 thousand 215 votes. Dr Joshi lost to BJP candidate Kalyan Singh by just one vote. But I believe that if the elections were being held on paper ballots, he would not have lost the elections, because there are maximum chances of rigging in voting through paper ballots, he would have been declared the winner. This was also proved recently in Pakistan.

Because there is no connectivity in the Indian EVM machine, no Bluetooth, no Wi-Fi, no Internet. There is no way to get inside this machine and manipulate it or change the result. This is a highly secure, modern and fully certified third generation voting machine designed by rich engineers of India. If people of other countries have not been able to make it yet, they can get it from India. The Election Commission of India had invited all the parties of India including Congress and challenged them to prove tampering with this machine, but no one appeared. Till date, no one has been able to refute it experimentally. Therefore, spreading false doubts is wrong. It is a crime against the country. Only people with black minds can call it a black box.

EVM and VVPAT are a combined set which is an integrated form of voting and counting machine. After its introduction, the rigging done through paper ballots has completely ended.

Now, as the rigging done by big parties in connivance with the state governments has completely ended, questions are being raised against this machine out of selfishness. And while facing these questions and allegations, this machine has become very strong... stronger and stronger. Ever since the VVPAT machine was connected to this machine, it has become 100 percent authentic. Those who raise their voice against it, have basically tasted the rigging done through ballot papers.

It is easiest to commit fraud through ballot papers and especially state governments misuse their employees. We have seen the rigging of ballot papers in the recent elections of Pakistan, when the ruling party Shahbaz started losing, he stopped the counting and got the ballot papers changed. This kind of swapping and manipulation is not possible in EVM machines at all.

The EVM machine is sealed at least three times after the voting, it is kept in sealed boxes and sealed rooms in a strong room under three layers of security. On the day of counting, the sealed room is opened after showing it to everyone and the seals of the machine are also opened after showing it to the counting agents. The entire process is videographed.

Apart from this, the voting results are matched with the voting slips present in the VVPAT machines connected to the EVM. Then the results are announced. There is no such honesty in any voting system in the world as there is in the Indian voting and counting system.

The Supreme Court of India has also accepted this as completely correct and has also given guidelines for re-counting of votes on request within a certain time. Therefore, one should not doubt the voting system of India out of self-interest or lack of understanding, rather one needs to learn and understand from it.

The most authenticity is that every vote is matched with the slips present in the drum of the VVPAT machine.

That is why the EVM machine stores different votes in two places, in electronic form in the machine and in the form of physical slips in a VVPAT machine. Which are collected in hundreds! EVM and VVPAT machines secured in this way, no person, no matter how great a scientist he is, can neither hang the machine nor change its result. This is just propaganda to spread lies.

I personally do not consider Elon Musk, the owner of the Twitter handle, to be a person of the right mindset. He seems to be a very rich and cruel person like George Soros and he changed the popular blue bird of Twitter, which looked gentle, to a black X, which looks cruel. This is a manifestation of his mindset. The comment made by Musk is in the context of American elections and has nothing to do with Indian elections.

If someone deviates from the established procedure and indulges in crime, then he can generally do wrong anywhere. As was shown in a video from Hyderabad, in which a goon has captured the EVM machine and the voter goes through the entire procedure and gets his finger inked on the ink table and as soon as he moves towards the machine, the goon casts his vote and says it's done. He has been shown doing this many times. (That is, your vote has been cast). This kind of game of changing the result can happen in any election.

The doubt expressed by Musk seems to be a conspiracy. He had come from China some time back, before this there was also publicity of his visit to India. It is possible that all this has been done to keep China happy, whose purpose is to give backup to China's friend Rahul Gandhi.

Because Elon Musk has never seen India's EVM machine, has not even used it, has not even operated it, has not even understood its process. He has merely expressed doubt for everyone. The basis of his doubt is the warning to the electronic sector all over the world due to artificial intelligence and human actions. This is his apprehension. He has never shown it to anyone by doing it experimentally, so that his statement can be considered authentic. Although nuclear bombs are also dangerous, their maintenance can also hang. Is someone destroying them? The question is of using them with ease and authenticity, on which Indian machines have proved true. We are Indians. We were successful in making vaccines during the Corona period. We have been the world leader and in many cases we are the world leader even today.

What Elon Musk says can be true or it can be a big lie. It will be considered true only when he does it practically and shows it to the Election Commission of India.

The Election Commission of India has many times requested all the parties to hang the EVM machine of India, but no party including Congress has stood up to the challenge of the Election Commission of India. Till date, no one has hacked the EVM machine. The EVM machine has not even stopped working, the EVM machine has not gone anywhere, so hang the EVM machine of India.

Remember that India's intelligence also plays a very important role in the operation and invention of the world's big electronic companies. Indians have also been becoming CEOs in many big companies of the world. Therefore, it should be well understood that the intellectual level of India is no less than anyone in the whole world and is the best. It is another matter that they do not get opportunities in the country, so they go to other countries and become successful.

Elon Musk should come to India, call all the media and prove India's EVM machine wrong in front of them and if you do not do this then you have no right to impose your false doubts on India and the world. You should apologize unconditionally.
