यह बहुत साफ साफ स्पष्ट है कि राज्य सरकार को मजबूत कानून व्यवस्था के लिए जबाबदेह होना ही होगा। क्योंकि उसको जनता नें कानून व्यवस्था के संवैधानिक शासन संचालन के लिए ही चुना है। यदि कोई भी राज्य - सरकार या उसका तंत्र किसी भी स्थिति में अपराधीयों को अनैतिकताओं का साथ देते हैँ या कानून के उल्लंघन में सहयोग करते हैँ तो उन्हें एक मिनिट भी सरकार में रहने का अधिकार नहीं रहता है। 

कानून का उल्लंघन और अपराधियों को संरक्षण के कई राज्यों में मामले सामने आरहे हैँ उनके विरुद्ध प्रभावी कदम भी नहीं उठाये गये यह स्पष्ट महसूस हो रहा है।

बंगाल में ममता बैनर्जी सरकार का व्यवहार पूरी तरह से केन्द्र विरोधी लगातार चल रहा है। केन्द्र में भी जनता के द्वारा चुनी हुई संवैधानिक सरकार बैठी है। बार बार उसे हर्ट करना आंख दिखाना धमकी देना किसी राज्य सरकार को शोभा नहीं देता और न ही इसकी संविधान इजाजत देता है। 

केन्द्र सरकार नैतिकता के तकाजे में उलझा है कि चुनी हुई राज्य सरकार नहीं गिरानी चाहिये। किन्तु संविधान निर्माता यह समझते थे कि राज्य सरकारें केन्द्र की अवज्ञा कर सकते हैं। इसी लिये उन्होनें राज्य सरकारों को भंग करने का अधिकर संबवधान में दर्ज किया है। यूं भी जब कोई राज्य सरकार आपराधिकता पर आ जाती है तो उसे सत्ता में रहनें का कोई अधिकार नहीं होता है।

Cases of violation of law and protection of criminals are coming to light in many states, and it is clearly felt that effective steps have not been taken against them.

In Bengal, the behavior of the Mamata Banerjee government is completely anti-Central. At the Center too, there is a constitutional government elected by the people. Hurting it repeatedly, threatening it, and threatening it does not suit any state government, nor does the Constitution allow it.

The Central Government is entangled in the moral compulsion that the elected state government should not be toppled. But the constitution makers understood that state governments can disobey the centre. That is why they have included the right to dissolve state governments in the constitution. In any case, when a state government becomes criminal, it has no right to remain in power.
